Common Yorkshire Terrier health concerns
Patellar luxation, Collapsed trachea, Liver shunts, Dental disease. Ask the breeder which of these the parents were screened for, and for results you can check.
Breeder licensing in Arizona
Arizona requires a County kennel permit, issued by the county board of supervisors / county animal control, not by the state if you keep 5 or more breeding dogs (kept in an enclosed controlled area, unless each dog is individually licensed).
No state issues a breed-specific breeder license, and a state license never replaces a USDA license or local zoning.
