Breeder licensing in Virginia

Virginia requires a Commercial dog breeder business license, issued by the local commissioner of the revenue (business license), not by the state if you keep 30 or more adult females (adult females in any 12 months primarily to sell offspring).

No state issues a breed-specific breeder license, and a state license never replaces a USDA license or local zoning.
