Ohio requires a high volume breeder license of a person who keeps 6 or more breeding dogs and does any of the following: sells 5 or more adult dogs or puppies to brokers or pet stores in a calendar year; sells 40 or more puppies to the public in a calendar year; or keeps more than 40 puppies under 4 months bred on the premises.
